Will there be transportation to/from the wedding?

Yes. We will have 3 shuttles for the entire day/night. A shuttle will pick up guests from each hotel to take them to the ceremony. Black-tie attire is typically reserved for formal evening events. Guests are asked to choose floor-length gowns and suits or tuxedos. Yes and yes.

How much cash should I bring?

You will need at least $20(USD)/$335(MX) in cash for the toll roads to get to Ensenada, roundtrip. They do not take card so you must have cash at least for this. Most places in town take card, but it is recommended you take cash or you can use the banks in town to pull out pesos. We also recommend bringing some tipping money for the staff at the wedding, if you would like to.
