No, you don't have to dress in costume, however, chances are very high that you will be the odd one out. ***The only thing we will discourage guests from wearing is high heeled shoes***

If you get there before noon, there's going to be traffic. After noon, it's significantly less (I got there at 1pm, and there was no parking lot line).

Unfortunately, there are no rideshare services in Todd Mission and surrounding areas. Please plan to drive or carpool, or book your room at one of the hotels with a free shuttle service to and from the festival. The Texas Renaissance Festival campgrounds are within walking distance, and provide a low cost shuttle service as well. Houston Intercontinental Airport (IAH) is around a 45min to an hour drive (depending on traffic) directly to the venue. All major rental car companies operate out of the airport as well.
