To visit Flamenco Island you need to get a ferry from Fajardo to Culebra. The ferry departs from Ceiba on Puerto Rico's east coast. Ceiba is near the larger town of Fajardo and is about a one-and-a-half-hour drive from San Juan. If you choose to take the ferry, note that you'll have to leave your rental car in a parking lot near the ferry terminal and schedule separate transportation in Culebra.
