Upon arrival to ORF, we recommend getting a rental car (pickup available at airport) for the duration of your stay. Priceline.com often offers deals on hotels/rental cars and is a good place to book this.
If you do not get a rental car, your best option is Uber/Lyft which are very accessible. Please download these apps before arrival so you can use them during the duration of your stay.
If traveling from Washington D.C (Dulles International Airport, or Baltimore/Washington International Thurgood Marshall Airport )
We recommend taking the train from the D.C. to Norfolk, VA. Train system is easy to navigate and affordable. Please go to https://www.amtrak.com/home.html for train tickets and schedule.
