Depending on if the ceremony has already started, you may have to watch from inside the reception hall. You can find your assigned seat and it will be live streaming on the tv inside or you can watch it on your personal device. You will not be allowed to go onto the balcony due to photo reasons, but after the ceremony you are free to join the cocktail hour outside.

There is no way of us truly knowing, unfortunately. North Carolina typically has warm falls, but we'll be high in the mountains, so it'll probably be nippy to chilly. Feel free to bring a -dress code appropriate- coat or cover to wear. If it's too cold, cocktail hour will be moved inside, but regardless there will be fires lit for you to warm up with on the balcony.
