Starting May 23rd, the park does require timed entry tickets, which can be purchased here: https://www.nps.gov/romo/planyourvisit/timed-entry-permit-system.htm

Tickets are released on May 1st and sell out quickly, so buy them in advance! A great alternative is to take the shuttle from the Estes Park Visitor Center downtown to the Park. This also requires a timed entry ticket, but are far less popular and sell out less quickly.
