As far as outside ceremony locations in the Mahoning Valley go, I really don't think you can beat the Fellows Riverside Gardens. It doesn't matter what time of year you visit, the... landscaping is always gorgeous, and it's truly amazing how the Gardens change from week to week. We had to fill out an application for a permit and pay $125 for use of the Kidston Pavilion for a 2 hour block, and they asked for a copy of our wedding license once we got it, which was easy enough to bring in to let the ladies at the desk copy during the time the Davis Center is open during the day. They also have a large hall for rent which we were very interested in using, but it books up FAST and our date was taken. The Gardens just had some major renovations done last fall, which included a new walkway and fountain, which made for beautiful photographs. The area is also large enough that even though we were one of three wedding parties there, our pictures did not interfere with any of the other groups. There is great drainage in the rose garden, so even though it POURED the night before our wedding, my gown did not get terribly dirty/muddy at all, although my heels did sink in the ground a bit. They do not have facilities for the wedding party to get ready in, so you have to get ready somewhere else then drive, but there is ample parking, and even special spots for limos/buses.
I would not hesitate to recommend the Fellows Gardens at all for an outdoor ceremony.
