Based in West Haven, CT, wedding officiant, The Honorable Steven R. Mullins, Ph.D., HC - Justice of the Peace, has served for over twenty-five years.
First elected in the City of West Haven in 1999, Commissioner Mullins has presided over thousands of marriage ceremonies in the State of Connecticut. His experience includes small, intimate elopements, large, elaborate ceremonies, and all of those in between.
In addition to serving as Justice of the Peace, Commissioner Mullins is Chairman of the City of West Haven Fair Rent Commission. Prior to that, he served as West Haven Planning and Zoning Commissioner where he served sixteen years. Six of those years, he worked as Chairman or Vice Chairman of the Commission. He has also been a firefighter in the Allingtown Volunteer Fire Association for over twenty years.
Commissioner Mullins is a communicant of West Haven's Episcopal Church of the Holy Spirit, where he serves as sub-deacon and verger. He is also President of the West Haven Black Heritage Committee, President of the West Haven Chapter of Lions Club International, and a Past Master of Annawon Lodge, #115, Ancient, Free & Accepted Masons of West Haven.
In addition to earning an undergraduate business degree from Berkeley College in White Plains, New York, Commissioner Mullins has been conferred Doctor of Public Policy Honoris Causa by the Los Angeles, California-based International American University and Doctor of Divinity Honoris Causa from the Modesto, California-based Universal Life Church Theological Seminary.
